Measure R, the controversial formula retail ordinance that was approved by Malibu voters at the Nov. 4 election, was written into Malibu law on Monday night.
At the same time, a similar formula retail ordinance enacted by City Council earlier in 2014 was repealed, to avoid an overlap in legislation.

The new ordinance, which gained regional fame after Rob and Michele Reiner poured money toward its campaign, earned favor with nearly 60% of Malibu voters at this fall’s election.

Measure R places a 30 percent limit on the number of chain stores permitted to operate in Malibu shopping centers. It also requires a citywide vote on major shopping center development and commercial or mixed use construction over 20,000 square feet.
